First nuclear reactors built in 40 years abandoned – but may cost US taxpayers £۱۹BILLION
THE first nuclear reactors set to be built in the US for 40 years have been abandoned before completion – yet taxpayers will still be saddled with up to £۱۹billion worth of debt.

The reactors in South Carolina were scheduled to come online by 2018, in what was pegged as a “renaissance” in nuclear energy.

Utility officials estimate that the reactors will not generate electricity before 2021 and may cost up to £۱۹ billion ($25 billion) – more than twice the initial estimate of £۸.۷ billion ($11.5 billion).

The two owners of the project, South Carolina Electric & Gas and Santee Cooper, announced they have halted construction rather than bill further costs to customers.

Kevin Marsh, chief executive of Scana Corporation, which owns South Carolina Electric & Gas, said in a statement:“Ceasing work on the project was our least desired option, but this is the right thing to do at this time.”

Under South Carolina law, utilities are allowed to charge ratepayers for construction before the reactors are finished. The project now accounts for 18 per cent of the electric bills for South Carolina Electric and Gas’s residential customers.

Environmental groups are urging state regulators to refund those charges and say customers were mislead.

Tom Clements, senior adviser at Friends of the Earth, said in the New York Times: “It was evident from the start that cost overruns, schedule delays and problems with an untested construction method would doom the project.”

Santee Cooper is a state-owned utility and has increased its rates five times to pay for the reactors.

Nuclear power plants are seen as a way of battling climate change because they do not emit carbon dioxide. Nuclear power accounts for 55 per cent of South Carolina’s electricity, while coal and natural gas plants accounts for 40 percent.

The reactors were expected to replace most of the gas and coal plants but now the failure of the project could lead to these running longer – further damaging the planet.

Other companies are working on even more advanced reactor designs, but the first working reactor is not expected until the 2020s.

Right, so the taxpayers were massively ripped off as everyone involved creamed off massive payments for themselves and no one actually built the thing (how often does this happen with almost any major public sector project)? The fraud continues until the honeypot is emptied and then they all walk away. Unless another pot is found, of course, with promises to actually progress the project this time…. and so it goes on. Sometimes with virtually limitless funds something does get built. Often in the end it gets scrapped or something emerges that does not work or is so out of date by then, it has to be immediately reworked…

If the purpose is just to distribute wealth/create jobs with no real concern for a pointless project I suppose it doesn’t matter (if you don’t mind the sheer immorality of the thing and the real cost of the wasted resources/opportunities) but when this practice gets entrenched, a state does in the end collapse…. as in the old Soviet Union where this was par for the course.
