‘Madrid can’t overcome our democracy’ Catalan Speaker says independence vote WILL go ahead
EXCLUSIVE: THE independence referendum will go ahead as planned even if Madrid enacts the nuclear option in the Spanish constitution, the Speaker of the Catalan Parliament has insisted.

Carme Forcadell, part of the Together for Yes coalition which is campaigning for the region to become an independent state, told Express.co.uk in an exclusive interview even if the Spanish government opted to enact Article 155 the referendum would still go ahead.

Ms Forcadell said: “The Spanish government still does not understand that it can not extinguish the Catalan people’s will to freely decide their own future, and no legal or repressive action shall stop this from happening. I have no doubt that on October 1, the Catalan people will cast their votes.”

She added: “The state will use everything in its arsenal, as it is already doing, to act against the elected representatives of the Catalan people, to frighten and threaten civil servants, and to further intervene in the Generalitat’s finances. Threats are and will increase, but there is no force that is strong enough to overcome our democracy.”

Invoking Article 155 is effectively Prime Minister Mariano Rajoy’s ultimate weapon in his arsenal to try to halt the referendum taking place.

The measure allows the state to take any “necessary measures in order to compel forcibly” with compliance.

The prospect of the extreme measure actually being used is real with Justice Minister Rafael Catalá saying in February that it was “an option” adding that it had an obligation to defend the law and the constitution.

However, Ms Forcadell and those in the region supporting independence see the moves by Mr Rajoy’s administration, especially his use of legal measures, as “undemocratic” and are “fully prepared” to resort to civil disobedience.

Ms Forcadell said: “We are fully prepared to defend our democracy and the Catalan people’s right to decide.”

Madrid has increasingly used legal means to suppress the drive for independence with even Ms Forcadell forced to defend her actions in the high court last year over letting the assembly vote on whether or not to pursue independence.

The former Catalan President Artur Mas was banned from holding public office for two years in March this year and fined for disobeying the constitutional court and holding a symbolic independence referendum in 2014.

Similarly, the former Catalan vice-president Joana Ortega, who was banned from holding public office for 21 months for helping to facilitate the same vote.

Francesc Homs, a former spokesman for the Catalan government, was also barred from holding office for 13 months.

Even now the region’s Minister of Governance Meritxell Borràs Solé recently faced charges for merely purchasing ballot boxes for the upcoming referendum.

Ms Forcadell claims that there have been more than 350 “court cases launched against mayors councillors and town halls for being linked to supporting Catalan independence or the referendum”.

She added: “The Spanish government is dealing with a political conflict through the courts.

“In particular, through a politicised court like the Constitutional Court, which is chaired by a PP [People’s Party] militant [Juan José González Rivas – his candidacy to join the court as a magistrate in 2012 was sponsored by the People’s Party] from the same political party as the current President of the Spanish Government.

“By using this court, for example, the Spanish government aims to limit how the Catalan Parliament, as a democratic institution, addresses and debates those topics that interest the citizens of Catalonia, including issues such as referendums or independence.”

Should the majority of the Catalan people vote ‘yes’ to the question Do you want Catalonia to be an independent country in the form of a republic?” on October 1 the Catalan President Carles Puigdemont has said they will declare independence within 48 hours.

The main argument against independence with the Catalans being seen as selfish with the rich region – a recent OECD report said Catalonia was Spain’s richest region, contributing 19 per cent of the country’s GDP – objecting to taxes flowing out of the region to support less prosperous areas.

However, Ms Forcadell rejects those arguments saying independence is a way of gaining “democratic dignity”.

She said: “When we look at independence, creating a state is a way of ensuring democratic dignity and the will to build a better country.

“If a large part of the population wants independence, it is because they believe that, with the instruments of the state, a fairer country can be created, in order to improve the lives of all citizens, regardless of whether they are in favour of Catalan independence or not.”

Recently, the Catalan parliament has tried to pass a number of laws regarding gender equality, fuel poverty, housing, taxes on banks – all of which have been overturned or annulled by the Constitutional Court. Even a ban on bullfighting was overturned.

While they want to be out of the control of Madrid, Ms Forcadell still wants Catalonia to remain within the European Union (EU), saying that it is a “pragmatic” decision and the EU will not expel them from the bloc, claiming that the region already meets the criteria to join and that it is a net taxpayer, a major hub for goods and services as well as having thousands of multinationals living there.

She said: I firmly believe that Catalonia will remain part of the European Union, if the majority of Catalans agree to that. And I think the majority of Catalans want to be part of the EU, because Catalan society is a very Europeanist society.”

Despite the ongoing battles with the Madrid administration and the Constitutional Court, Ms Forcadell actually sees relations with the rest the Spain as improving rather than worsening, should independence occur, saying that the independence movement is not “anti-Spanish”.

She said: “Co-existence is not problematic for us. The desire for independence came about because of political and democratic acts within a state that has serious democratic deficits. However, this was never an attack on Spanish citizenship, its symbols or such feelings.”

She added: “Everything will be much better because the relationship will not be based on submission, but rather on agreement.

“We have many cultural, linguistic, historical, and also economic, commercial and social links with Spain, and if Catalonia does become independent, those links will still be there.

“There will not be a wall between Spain and Catalonia, obviously.”

The independence supporters, however, still face an uphill struggle even to hold a referendum vote, let alone win it, with Mr Rajoy once again using the courts on Friday to appeal to the Constitutional Tribunal against a text.

The text was passed in the Catalan parliament earlier this week, which aimed to facilitate the adoption of a bill to organise the referendum.

Mr Rajoy said that the Catalan reform would “liquidate national sovereignty” and reiterated is stance that the referendum “will not take place”.

If Catalonia votes for independence and Spain refuses to acknowledge this,then I think Spain will implode and then the Basque region will cause problems once again.This could well reopen the wounds that have never really healed from the Spanish Civil War and if it does then I would firmly blame Spain and Madrid for their bully boy actions.

I do not want to leave the EU, but the EU should change and become a collaboration organization again. Not as before ’92 but certainly it should not go in the direction of becoming an state. The UK has already had enough so I think Brexit is, temporarily, the best decision for you guys.

I will not enter to value those “people’s enemies” things because political language is quite different from the normal one, however, it is not coherent that you call yourself a democrat while wanting to suppress a vote on independence.

Indeed Scottish people has said no to independence already. So now, as Cameron said, the thing is not to be talked about in a generation. If in a generation independence becomes again the majority political force, another referendum should be done, because self determination is an unalienable right, but as you say, Scotland voted no, and while that is the majority option it should be respected and applied. I will say the same had the yes won.

Its not my place to educate you John & not wishing to belittle you, but would suggest you read up on the historical relationship between Catalonia & the rest of Spain before publicaly expressing this opinion.
On a personal basis why shouldnt a group of people not be allowed to govern themselves if that is what they democraticaly decide? Or should we just keep to the status quo where nations are nations only because of previous physical conquest of neighbors?
