Merkel warned to crack down on migrant rules after deadly knife attack in Hamburg
ANGELA Merkel’s government has been called on to tighten housing and deportation rules for refugees following a deadly knife attack in Hamburg last week.

The shocking killing has reignited a political dispute over refugee policy in the country ahead of parliamentary elections in September, with Mrs Merkel hoping to secure a fourth term in office.

A 26-year-old Palestinian man living in a city refugee home has been identified as the sole suspect in the Hamburg attack.

He was awaiting deportation following a failed asylum application in December.

The issue of migrants has long been a losing battle for the Merkel administration, since the country opened its borders more than two years ago.

The association of towns and communities, which represents local German authorities, has called on Berlin officials to pay more attention to how failed asylum seekers are dealt with.

The group has also called for closer monitoring of those considered potentially dangerous, insisting that they should be kept under closer centralised supervision instead of being allowed to live in private housing or smaller refugee centres.

Gerd Landsberg, the association’s managing director, said: “We believe that suspects under orders to leave the country should not live normally in the community or in [local] refugee homes, but in central facilities run by the regional authorities or by the federal government.

“Local authorities are of the view that those who are under orders to leave but do not depart, must be deported. That secures acceptance in the population for refugees who obtain rights to stay.”

The centralised facilities advocated by the group would entail the use of larger, more security facilities, like army barracks, similar to those in Bamberg, Bavaria which currently serves as a holding centre for Balkan migrants ahead of their deportation.

According to German newspaper Bild, the issue of refugees is one of the biggest dangers to Mrs Merkel’s political ambitions.

Although laws on failed asylum seeks have been strengthened since the Berlin attack in December, Germans say not enough is being learnt.

The Berlin attack saw 12 people killed and 56 injured when another failed asylum seeker, Tunisian national Anis Amri, drove a truck into a crowded Christmas market.

Like the Hamburg suspect, Amri was known to the security services and although identified as a potentially dangerous Islamist, he not regarded as an imminent threat.

While new rules have made it easier for authorities to detain dangerous asylum seekers, whether or not they have been charged, their enforcement varies drastically from region to region, with a number of administrations reluctant to carry out deportations.

Conservatives ministers within Mrs Merkel’s party have demanded stronger action from the regions.

Andreas Scheuer, general secretary of the Bavaria-based Christian Social Union, the CDU’s ally, said: “If people are known to have been radicalised, such persons must be removed from circulation and detained before they do the deed.”

However, the liberals have expressed wariness of the legal implications of punishing suspects not yet convicted of any offences.

Boris Pistorius, the social democrat interior minister of the Lower Saxony region, described Mr Scheuer’s calls as “an attack on the principle of the rule of law”.

Around 24,000 failed asylum seekers were removed from Germany last year, with a further 54,000 leaving voluntarily, according to official data.

By the end of 2016, there were 207,000 migrants officially awaiting removal from Germany, with around 55,000 exhausting all possible appeals and procedures available to them.
